The best SEO tools, scored on one rubric instead of vibes

Every major SEO tool scored on the same thirteen capabilities with prices read from vendor pages — including ours, and including what it cannot do. Choose by requirements, not an overall ranking.

The short version

  • There is no single best SEO tool, and any list that crowns one is selling something. There are categories, and the right answer is usually one from each.
  • A workable stack for most teams: Search Console (free) + one suite + one crawler. Everything else is optional.
  • The single most under-bought tool in SEO is the free one. Search Console is the only first-party ranking data that exists.
  • We make one of the tools listed. It sits on the same rubric, and the one thing it will never have is a backlink index.

Most "best SEO tools" articles are a ranked list where position correlates suspiciously well with affiliate commission. This one is not ranked, because ranking tools that do different jobs is a category error — it is like ranking a hammer above a tape measure.

Instead, everything below is scored on the same thirteen capabilities, with prices read off the vendors’ own pages on a stated date. Then we say which combinations actually work.

The all-in-one suites. They are more alike than their marketing suggests — the differences are depth per cell.

Note the shape difference. Specialists are narrow and deep; the suites are wide and even. Our tool is the last column, and it is the only one with anything in the bottom two rows.

Best in each category

Best all-in-one suite: Ahrefs or Semrush

Ahrefs if link data drives your decisions; Semrush if you own paid and social too. Full breakdown in Semrush vs Ahrefs and the three-way comparison.

Best value suite: SE Ranking

SE Ranking Core tracks 2,000 daily keywords across 10 projects for $129/mo with extra seats from $16/mo. Compare its tracking limits and seat prices with the suites above using your actual team size. Its link index does not match Ahrefs — see SE Ranking vs Ahrefs.

Best for beginners: Moz Pro or Mangools

Moz Pro from $49/mo is the friendliest full suite; Mangools is friendlier still but narrower. Both get a non-specialist to a sensible answer quickly, which is worth real money.

Best technical crawler: Screaming Frog

Screaming Frog SEO Spider at €245 per licence per year, with a free tier that crawls 500 URLs — enough to fully audit a small site at no cost. Nothing else gives you this much crawl control. Alternatives in the crawler comparison.

Best content optimisation: Surfer or Clearscope

Surfer from $49/mo billed annually for volume and bundled AI-visibility tracking; Clearscope from $129/mo with unlimited seats for editorial quality. See Surfer vs Clearscope.

Best free tool, and it is not close: Google Search Console

Search Console is the only source of first-party impression, click and position data that exists. Every paid rank tracker is estimating what Search Console tells you directly. Pair it with Bing Webmaster Tools, which adds free keyword and backlink data Google withholds. Full free stack in the free tools guide.

The stacks that actually work

Recommended combinations by situation
You areStackRough monthly cost
A founder with one siteSearch Console + Bing Webmaster Tools + Screaming Frog free tier$0
A small business with a marketerSearch Console + Moz Standard or Mangools≈ $99 or less
An in-house SEOSearch Console + Ahrefs Lite + Screaming Frog licence≈ $150 + €245/yr
A content teamSearch Console + Ahrefs or Semrush + Surfer or Clearscope≈ $180–$530
An agencySE Ranking or Semrush Pro+ + Screaming Frog + a local specialist if needed≈ $129–$299 + extras

Costs are indicative and exclude extra seats, which are the line item that most often breaks these budgets. Prices from the vendor tables linked throughout this page.

The category nobody puts on these lists

Every tool above produces findings. Look back at the two rubric tables and note the implements-fixes row: it is zero for every suite, every crawler and every content tool. That is not an oversight in our scoring — it is an accurate description of the category. These are instruments, and instruments measure.

For most small teams, the constraint is not measurement. You do not have a shortage of known problems; you have a shortage of shipped fixes. If your last audit is three months old and still unimplemented, buying a better audit tool will not help.

Is RankBrain AI a good fit for you?

We are the last column. The thing to understand about that column is what it is made of: an MCP server feeding tested plays to an assistant that can already read pages, search and call tools. So the analysis is not missing — it happens in the same session as the fix. What is genuinely missing is the backlink index, because nobody outside Ahrefs and Majestic runs a web-scale crawl, and any historical rank series, because nobody was recording your positions daily. If either is what you are shopping for, buy one of the tools above and use us for the part after.

Frequently asked questions

What is the single best SEO tool?

Google Search Console, and it is free. It is the only first-party data on how your site actually performs in Google. Every paid tool is estimating some part of what it tells you directly.

Do I need a paid SEO tool at all?

For a single small site, often not for quite a while. Search Console, Bing Webmaster Tools and the free 500-URL tier of Screaming Frog cover a lot. See free SEO tools vs paid.

How many SEO tools should I pay for?

Most teams are well served by one suite plus one crawler. Two suites is almost always waste below a large SEO budget.

Which SEO tool is best for AI search visibility?

Semrush and Surfer both include tracking; Peec AI and Profound are dedicated to it. All of them measure rather than change anything — see the AI visibility comparison.

Why is there no ranked top-ten list here?

Because the tools do different jobs, and ranking a crawler against a keyword database produces a list that is easy to publish and useless to act on. The rubric tables let you rank them yourself against what you actually need.
